We have an excellent opportunity for an S106 Skills and Employment Administrator Apprentice to join our Economy and Culture team here at Wokingham Borough Council, on a Full-Time, 2-Year Fixed-Term Contract.

As S106 Skills and Employment Administrator Apprentice, you will act as a key point of contact for potential applicants, planners, and developers—advising on when an Employment and Skills Plan (ESP) is required and helping to shape meaningful, locally relevant targets that meet the needs of our borough. Working in partnership with the Skills and Employment Service Manager and collaborating with Planning Officers, education providers, developers, and community partners, you will ensure the seamless delivery of S106 employment and skills outcomes for our residents.

You'll work efficiently in partnership with developers and community organisations—facilitating vital links to our care leavers, NEETs, and priority groups to ensure they are supported through ESPs. This includes undertaking quarterly monitoring checks on all live developments, tracking and addressing non-compliance, and keeping the wider Section 106 team informed while participating in solution-based actions that encourage quality and cooperation across multiple agendas.

You will complete a Level 4 Associate Project Manager Apprenticeship. The successful candidate will gain hands-on experience supporting and delivering projects while developing the knowledge, skills and behaviours required of a professional project manager. Alongside practical workplace experience, you will work towards the nationally recognised Level 4 Associate Project Manager Apprenticeship Standard, delivered fully online by Realise Training.

You will be given one dedicated study day each week to complete your apprenticeship learning and assignments, with the remaining four days spent applying your learning in the workplace. This combination of structured study and practical experience will enable you to develop valuable project management skills while contributing to real projects and making a meaningful impact within the organisation.

This is a fantastic opportunity for a collaborative, motivated individual who brings good knowledge of Excel, Word, and PowerPoint, and the ability to prioritise and multitask in a dynamic environment.

Key Responsibilities

  • Advising potential applicants and planners on when an Employment and Skills Plan (ESP) is required and what the targets should be
  • Supporting developers in writing meaningful ESP’s that meet the needs of our borough
  • Facilitate links to our care leavers, NEET’s and priority groups to ensure they are supported through ESP’s
  • Undertake quarterly monitoring checks on all live developments ensuring they are working towards agreed targets
  • Produce yearly outcome reports and sharing case studies and good new stories
  • Support the Skills and Employment Service Manager with delivery of activities in the borough that promote skills and employment opportunities as and when required

Candidate Requirements
