Wokingham Borough Council have a fantastic opportunity available for a highly motivated and experienced Contract Manager for Environment and Safety.
This is an excellent opportunity to support our Services across the council, typically Waste, RE3, Street Cleaning, Grounds Maintenance, and other contracts / services as required across the service, reporting directly to the Assistant Director.

As the Contract Manager, you will lead our contract management function for Environment and Safety to ensure we have rigour, operate as an effective partner and support improvement in our contract management and outcomes. Also, you will liaise with colleagues to support Highways and Transport related issues on occasions
You will have had specific responsibility to lead and influence our contracting partners to support delivery and outcomes for our residents and business in this essential Place based arena.
Experience of working and managing Contract and services for local authorities (either as a local authority employee or as a contractor provider to a local authority) especially around NEC3/NEC 4 and shorter contracts and performance outcomes of the Council and contractor(s).
Key responsibilities:
- Environment and Safety are a service that deliver waste and recycling, grounds maintenance, street scene, RE3 and other contracts related to various parts of the service. To ensure good governance, compliance with Council and NEC contract conditions and to ensure performance, value for money, efficiency, and compliance to ensure confidence of the Council and its key stakeholders is maintained.
- Ensure appropriate governance and transparency of the contracts, and to highlight or escalate issues as required from a performance, audit, financial or legal perspective to protect the councils’ interests and contractual position.
- Administer the respective contracts and performance of the contracts Contract NEC3 Term Services Contract (TIC) or other contact forms as the role of Service Manager as designated in the contract(s) between various providers on behalf Wokingham Borough Council (WBC). Noting there is a Service Manager for each contract.
- To manage external consultants appointed to undertake contract Commercial Management
- To liaise internally with Service Managers and key internal stakeholders (legal, finance, audit, Scrutiny etc.) and other WBC internal service teams.
Candidate Requirements:
- Degree-level, equivalent relevant professional qualifications, or expertise.
- An in-depth knowledge and understanding of Contract and Performance management.
- Demonstrable experience in leading and managing contract and performance management.
- An expert understanding of term maintenance contract management, performance, and Client-side responsibilities.
- Experience of working within a local authority or contracting environment for services would be advantageous.
