We have declared a climate emergency and are working towards net zero carbon by 2030.  We are also continuing to invest in a significant housing development programme across the Borough, providing more affordable homes and regenerating communities.  

 

We are looking for a highly motivated Housing Partnerships and Projects Officer, with great partnership working, negotiation and project management skills, to join its Economic Development and Growth team.  You will lead the management of the Council’s Registered Provider partnership, develop relationships with other Registered Providers operating in the Borough and ensure effective delivery against key priorities such as tenancy sustainment and homelessness prevention, improving tenant employment and training opportunities, maximising the number of homes made available to residents on the Housing Register, improving standards in Registered Provider homes, and deepening tenant engagement.  You will act as the central point of liaison on housing related issues arising on development schemes and wider strategic sites, providing a co-ordinated approach and informing the development of strategic housing policies and approaches.  You will also lead on the project management of commissioned housing projects including specialist housing schemes, including developing robust business cases and taking projects through from implementation to completion.   

 

Educated to degree level or equivalent in a relevant subject, you will be an experienced housing professional with a strong grasp of the housing sector and understanding of housing policy.  You’ll need to be a highly organised and driven individual, with a strong ability to negotiate and achieve results.  This is a high profile role within the Council with significant interest from the Council’s Leadership Team and Members.   

 

Key duties and responsibilities:  

 

  • To lead the management of the Council’s Registered Provider partnership and be the main contact providing advice and assistance on housing related matters.  
  • Act as a central point of liaison with Registered Providers to ensure delivery on key Housing priorities such as tenancy sustainment and homelessness prevention, improving tenant employment and training opportunities, maximising the number of homes made available to residents on the Housing Register, improving standards in Registered Provider homes, and deepening tenant engagement.  
  • Monitor s106 agreements covering affordable housing on each site and ensure that affordable homes delivered through s106 or other legal agreements meet the agreed requirements in terms of size, mix, tenure and nomination rights  
  • Monitor the affordable housing delivery programme delivered through Registered Provider partners, providing quarterly update reports and feeding into the Council performance management framework   
  • Act as the central point of liaison on housing related issues arising on schemes and wider strategic sites, providing a co-ordinated approach and informing the development of strategic policies and approaches 
  • To build relationships with other affordable housing providers in the Borough including those offering supported and specialist housing, ensuring a co-ordinated approach to housing provision.  
  • Lead on the project management of commissioned housing projects including specialist housing schemes, including developing robust business cases, taking projects through from implementation to completion.  

 

Skills, attributes and experience 

 

We are looking for a candidate with experience in the housing sector, either from a local authority or housing association, who has a strong grasp of housing policy and the roles and responsibilities of local authorities and housing associations. Candidates should be experienced developing and managing relationships, be self-starters and be enthusiastic about working for a progressive local authority with big ambitions for housing in the borough.
